The Birth to 3 Program tool collects information on students who are receiving services related to Birth to 3 Years programming. This is different from the Birth to 3 Demographic tool, which collects caregiver data. Birth to 3 Program collects data related to the program itself.
Records cannot overlap. If a new record is created, an error message is returned indicating the first record must be ended.

Birth to Three Program Fields Available in Ad hoc Query Wizard
Use the fields available in the Student > Learner > State Programs > Birth to 3 folder to create ad hoc reports. Select the Student Data Type from the Filter Designer options.

Program Start Date
Indicates the first date the student began participation in the Birth to 3 Program. This date must be on or after the enrollment start date.

09: DCFS Licensed Day Care/Center-Based
The child is enrolled in a DCFS Licensed Day Care/Center-based program.
10: DCFS Licensed Family Child Care Home
The child is enrolled in a DCFS Licensed Family Child Care Home program. The Illinois Department of Children and Family Services (DCFS) uses the term “Day Care Home.” Day care homes are family homes in which care is provided for more than three children, including the caregiver’s own children, related and unrelated children. These homes must be licensed by DCFS.
11: Home Visiting
The child is enrolled in a Home Visiting Program that is implementing an evidence-based home visiting program model.

Description
01: Early Head Start
Early Head Start programs provide family-centered services for low-income families with very young children. These programs are designed to promote the development of the children, and to enable their parents to fulfill their roles as parents and to move toward self-sufficiency.
02: Prevention Initiative
The Early Childhood Block Grant (ECBG) Prevention Initiative (PI) program provides intensive, research-based, and comprehensive child development and family support services for expectant parents and families with children from birth to age 3 to help them build a strong foundation for learning and to prepare children for later school success.

02: Baby TALK

04: Healthy Families America (HFA)
Healthy Families America (HFA) helps families manage life’s challenges by building on their strengths. Local programs select the target population they plan to serve, including single parents or families with low income, substance abuse or domestic violence.
The program offers weekly home visits, beginning prenatally or within the first three months after a child’s birth and continuing through the first three to five years of life. HFA also offers screenings and assessments and may include parent support groups, father involvement programs, and job training.
06: Early Head Start (EHS)
Early Head Start (EHS) targets low income pregnant women and families with children from birth through age 3 who are at or below the federal poverty level or are eligible for Part C services under the Individuals with Disabilities Education Act. The program focuses on providing high quality, flexible and culturally competent child development and parent support services with an emphasis on the role of the parent as the child’s first, and most important, relationship.
EHS programs include home- or center-based services, a combination of home- and center-based programs, and family child care services (services provided in child care in home-based settings).
EHS home-based services include (1) weekly 90-minute home visits
and (2) two group socialization activities per month for parents and their children.
07: Nurse Family Partnership
The Nurse-Family Partnership (NFP) is designed for first-time, low-income mothers and their children. It includes one-on-one home visits by a trained public health registered nurse to participating clients. The visits begin early in the woman’s pregnancy (with program enrollment no later than the 28th week of gestation) and conclude when the woman’s child turns 2 years old. During visits, nurses work to reinforce maternal behaviors that are consistent with program goals and that encourage positive behaviors and accomplishments.
Topics of the visits include prenatal care; caring for an infant; and encouraging the emotional, physical, and cognitive development of young children.

The staff member in the DCFS Licensed center-based or family child care home program type assigned to be the lead teacher within the classroom to provide comprehensive services to children.
TCA: Teacher Assistant
The staff member in the DCFS Licensed center-based or family child care home program type assigned to be the assistant within the classroom to provide comprehensive services to children.
FSS: Family Support Specialist
The staff member in the DCFS Licensed center-based or family child care home program type, or home visiting program type assigned to work with families to provide comprehensive parent education services to children and their families through group socializations and home visits.
